LMRWD plans Rules update and Plan Amendment

The Lower Minnesota River Watershed District (District) is in the process of amending its Rules and seeks to provide notice and obtain comments from public transportation authorities within the District on the proposed Rule amendments. The attached document proposes revisions to the definitions section; to Rules A, B, C, D, and F; and to two figures. The proposed Rule amendments are in response to administrative changes in the District’s permitting process.

In addition to notifying public transportation authorities, the District submitted a petition that is currently being reviewed by the Board of Soil and Water Resources.

Per Minnesota Statutes 103D.341 Subd. 2, public transportation authorities have 45 days from the receipt of the proposed Rule amendments to provide comments in writing to the District. As such, please submit any comments in writing to Linda Loomis, at the District's administrative email address at admin@lowermnriverwd.org by 4:00 pm on Monday, September 26, 2022.

The Board of Managers plans to hold a public hearing to allow comment from the public on October 19, 2022 before adopting the amended Rules.

In addition, the District is in the process of a minor plan amendment to its Watershed Management Plan (Plan) and seeks to provide notice and obtain comments from affected units of government within the District. The minor plan amendment proposes amendments to Section 4: Implementation Program (Section 4) of the current Plan. The proposed amendments are intended to plan the second half of the District’s programming for the years 2023-2027.

In addition to notifying state agencies and local units of government, the District submitted a petition that is currently being reviewed by the Board of Soil and Water Resources.

Per Minnesota Statutes, agencies have 30 days from the receipt of the proposed amendment to provide comments in writing to the District. As such, please submit any comments in writing to Linda Loomis, at the District's administrative email address at admin@lowermnriverwd.org by 4:00 pm on Monday, October 10, 2022.
